We invest in the tools that deliver results: electromagnetic locating, ground penetrating radar (GPR), and the All Materials Locator (AML). Combined with experienced technicians, this equipment allows us to detect utilities beneath the surface across a wide range of site conditions.

Founder & President
Rocky Stewart brings more than 20 years of experience locating underground utilities across the Pacific Northwest. He specializes in complex and difficult-to-locate utilities and has built Hole In One Locating around solving challenging locate problems with accuracy, safety, and dependable field practices.
Rocky also serves as Vice President of the Oregon Utility Coordinating Council (OUCC) and sits on the board of the Oregon Utility Notification Center (OUNC), a governor-appointed council that helps guide excavation safety policy across Oregon. He is also Vice President of the Lane Utility Coordinating Council (LUCC), supporting coordination and education within the region’s excavation and infrastructure community.
Chief Operating Officer
Jasmine Stewart oversees operations, finance, contracts, estimating, marketing, and business development for Hole In One Locating. With more than 30 years of experience supporting and leading business operations, she helps guide the company’s operational strategy and growth.
Over the course of her career, Jasmine has held roles in executive support, office management, and contracts and pricing leadership, developing deep expertise in contract administration, cost analysis, and operational systems that support complex projects.
She specializes in project costing, estimating, pricing strategy, budgeting, and profit analysis, helping ensure projects are planned efficiently and delivered with the accuracy, reliability, and financial discipline clients expect.
She has also played a key role in developing the company’s internal systems, contracts, and operational processes that support its continued growth.
